The relationship between the EIC and the British crown was complicated and sticky. In many ways the EIC had the same Powers as the government. Including the power to deploy troops and seize land without direct authority from London.
However at the same time many Saw the EIC as a direct wing of the government. In some ways it was and in some ways it wasn't. The British monarchy had serious ties to the EIC including direct funding and the support of their trade Monopoly. Well some of the decisions made on the ground were not directly connected to the government the government ultimately bears responsibility for their actions for letting them act unanimously.
