The next technology, as I understand it, will make hypersonic missiles be able to fly in and as you said maneuver better into position. The missiles will fly in at Mach 5 or Mach 6 and then drop quickly to surface level and travel the rest of the way just above the water at high rates of speed.

Obviously, none of this stuff has been 100% confirmed because it is largely secret and untested but you can gain glimpses of what everyone is doing and developing. Same with the drone swarms, they would be launched from close range by specialized drone carriers in support of missile cruisers.
